The Learner Hubs

Four sites, and between them one continuous journey: deciding, being inducted, enrolling, then doing the apprenticeship. They are separate apps on purpose — the first has to work for someone with no account at all, and the last has to still be there two years later.

The learner journey, hub by hub

the through-line

Each hub hands over to the next. The handovers are the interesting part: the first is where a visitor becomes a name TLC holds and gains an account, the second is where the paperwork is signed, and the third is where the plan written at induction starts being worked against.

Before · public

Apprenticeships Portal — is this right for me?

No account, no sign-in, and by design nothing is sent to TLC. The tools — fit explorer, route explorer, readiness check, Decision Lab — keep their answers in the visitor's own browser. The journey only becomes visible to TLC when the learner chooses to express interest.

Handover 1 · gains an account

Induction Hub — three parts, then we start

Sets expectations, covers the essentials, shows the curriculum timeline for the standard, collects what TLC needs before enrolment, and produces the personal development plan. This is the first hub behind the SSO, so from here the learner has an identity the rest of the family recognises.

Handover 2 · signs up

Enrolment Hub — fourteen steps and a signature

One long form broken into short steps, saved as you go, ending in a review, a signature and a PDF. Induction sets up the learner; this is where they formally commit.

Handover 3 · on programme

e-Portfolio — the work itself

Evidence uploaded and mapped to assessment criteria, a verdict per criterion from the assessor, off-the-job hours logged against the 6-hrs/week rule, LMS courses and quizzes, and certificates at the end. Progress is simply the share of criteria marked Met.

Apprenticeships Portal

The public, pre-enrolment site — deciding whether this is for you.
tlcapprenticeships/ Public — no sign-in Answers stay in the browser

The only learner hub outside the SSO family, because it has to be reachable before anyone has an account. It exists to make an informed choice possible and evidenced: the tools ask honest questions, the answers are kept in the visitor's own browser rather than sent to TLC, and the whole "Get started" set is written to withstand an Ofsted question about whether the learner really chose this.

Induction Hub

The first hub behind the sign-in — what happens, and what we need from you.
induction_hub/ induction.tlcbase.org site:induction First hub behind the SSO

The bridge between choosing the route and formally signing up for it. It sets expectations ("three parts, then we start"), covers the essentials, shows the curriculum timeline for the standard, collects what TLC needs before enrolment, and produces the personal development plan the e-Portfolio later works against.

Enrolment Hub

One long form, broken into fourteen short steps.
enrolmenthub/ enroll.tlcbase.org site:enrolment Linear wizard

The narrowest hub in the family and deliberately so: it does one thing, in one order, once. Every step lives in its own file under steps/, loaded in filename order — adding, removing or reordering a step is a rename, nothing else. It has no database of its own, so its section tabs are a static list rather than a table.

e-Portfolio

On-programme: evidence, criteria, off-the-job hours and learning.
eportfolio/ efolio.tlcbase.org site:eportfolio Role-routed

Where the apprenticeship actually gets done. A learner uploads evidence and maps it to assessment criteria; an assessor sets a verdict per criterion (Met / Not yet / Referred); progress is the share of the qualification's criteria marked Met. Uploaded files are never linked directly — every one is fetched through a serve script that re-checks the requester owns it, assesses it, or administers it.

Two things worth knowing

The portal deliberately forgets

The Apprenticeships Portal holds a learner's answers, results, learning profile and Decision Passport in their own browser, not on a TLC server, and says so on the page. That is what makes an honest self-check honest — and it means clearing the browser really does clear it.

The e-Portfolio is a router first

index.php renders nothing. It reads usertype and redirects: learner, line manager, client admin and site admin each to their own dashboard — and assessors and admins straight back out to TLC Base, because both of those sections moved there.
